Project Citizen is an interactive civic education program that promotes participation in state and local government by teaching students the public policy process and by encouraging civic involvement. The program is funded by the U.S. Department of Education under the Education for Democracy Act approved by the United States Congress.

Public policy portfolios were developed by students in the fifth to eighth grades from across the country and were selected to represent their states at the national level. Members of state legislatures, legislative staff, and educators served as evaluators for the showcase. On Thursday, August 9, 2007 commendations for excellent, superior, and outstanding achievement were announced.
