Close facility.

Reassign regular education students to neighboring schools (possibilities include Sunbeam, Harvey Rice).

Rationale:

AG Bell has significant excess capacity and declining academic rating.

New Willson equipped as state-of-the-art Deaf Education center.

Neighboring schools have open capacity.
